I would like specific laws cited where this is the case. I have yet to see
anything in ORS, City of Portland code, ONI or CNN by-laws that state that
this "implied" right is indeed a *mandatory* right that cannot be limited or
restricted. Therein lies the rub.

Agreed, and given the Internet, cable access, etc. which Jim is using, this
is a good thing.

Absolutely. I will vouch for Jim's involvement with and use of media. That
is not in question.
What is in question is exactly what Jim said, that an "implied right" has any
meaning. If it is not explicit, then we can limit or restrict. Simple.
