security procedures.]

Creating any special district is a long, slow, complex process and the City
is in the very early stages of exploring the idea of a Park District.  We
purposely selected this topic for the October in order to begin a dialogue
between the Park Bureau and park advocates early in the process.

We've lined up four speakers to talk with us about the process. We'll have a
member of the management team at Portland Parks, a member of the Park
District Subcommittee on the Portland Parks Board, a representative from the
Tualatin Hills Parks & Recreation District, and a Metro employee who is very
knowledgeable about special districts in general.  Two additional speakers
have been invited but are not confirmed -- a park consultant and a
representative from the North Clackamas Parks and Recreation District.

In November, we'll return to the topic of trees, when Deb Lev will present
the draft Implementation Strategy for the Urban Forestry Plan.
