I'm confused - who is funding this? Is it $500 from CNN, $500 from BWNA,
or $500 each from both?

As a technical person with 23 years of experience, I would also be happy to
review the proposal. From what Ankist had suggested to me in email, I'd say
already that unless it is built from existing freeware, with just some
infrastructure and customization, it's a $2000 project. It could be done for
$1000 is almost everything is done with freeware and you can get cheap/free
coding/help on the work (unfortunately, I currently can't offer my services
for less than my going rate, which is far too high for this.)
That's all I'll say unless Ankist or the board ask me to review the proposal,
which I will happily volunteer to do. Projects like this can balloon if they
are not properly planned for (which I think Ankist is well aware of and has
been doing an amazing job at!)
